Why are some letterboxes listed as owned by Adoptable?

OK, this one's on me. In the early days of my work on the site, there was a very large number of boxes owned by members that hadn't logged into LbNA for 5+ years. Most of these boxes had multiple reports that they were missing. I made the mistake of trying to clean things up by removing the inactive members and archiving the clues for the boxes that were reported missing. Unfortunately, sometimes those members came back and were unhappy. Some of the clues have been adopted so that the clues could be updates and all is well, but there are still are large number in the adoption limbo. I've stopped the policy of deleting inactive members (duh) and now simply archive those clues so that member that return to letterboxing can decide if they want to activate their clues.
